The ability of neural nets or some computer architecture to process symbols pertaining to "self" don't begin to explain the interior experience of awareness that conscious beings have.
Schmidhuber didn't come close to showing that the systems he described had consciousness. At most, he described correlates of consciousness. The hard problem of consciousness remains unsolved, unless one realizes that consciousness is fundamental and everything else is within consciousness.
So in other words, consciousness = reinforcement learning, "environment+agent => actions+rewards".
